In my opinion, ghosts feed off the energy of fear or any other emotion you have at the time. They react to each emotion differently (violence, grief, moaning). I think some ghosts appear wearing clothing not just because that's probably what they wore when they passed on, but also because they have no physical form. thusly, they feed off any electrical or human force. So relating to your question, I'm guessing they were those clothes as a reminder of who they are.
"Spirits linger even after death. Sometimes they have 'unfinished business', or they don't want to leave. Either way, spirits sometimes want to remain on Earth to protect their family or friends. And sometimes: they probably can't leave if they wanted to. Probably because of something they did before they died."
